An "SMS-based Service" or "SMS-based e-government" is any SMS application for public services which is provided by a government organization or a private company, such as SMS channels for sending opinions, complaints, or reports; SMS notification about events, emergency situations, or public announcements; SMS applications for obtaining information about the weather, an event, or a public transportation time-table; or SMS banking for paying bills or tax.
